HEALTH REGULATIONS

With heightened awareness and concerns surrounding foreign animal diseases (FADs), following all health requirements is critical. Veterinarians and exhibitors must take extra precaution to ensure the health of their animals. All animals attending The Midwestern must be inspected by a licensed and accredited veterinarian before departing for the show.

Failure to meet all animal health requirements will result in removal of animals from the exhibition premises. The Midwestern staff and/or the Indiana State Veterinarian are authorized to make the final determination of an animal’s eligibility for exhibition.

The following animals are NOT ELIGIBLE for exhibition in Indiana:

  • Animals that originate from a herd that is under quarantine
  • An animal prohibited from exhibition under any law or order
  • Any animal classified as a brucellosis "suspect"
  • Animals showing signs of any infectious or communicable disease or that are a health hazard to people or other animals
  • Any animal that does not meet Indiana animal health requirements

Any animal that develops or shows signs of any infectious or communicable disease during exhibition must be removed from the premises, including the surrounding exhibition grounds. An owner who is disputing the exclusion of his/her animal(s) from exhibition may not exhibit the animal in question pending any appeal.

REQUIREMENTS FOR ALL SWINE

  1. All swine (including delivery animals) must have a properly completed Certificate of Veterinary Inspection (CVI) prior to entering the Indiana State Fairgrounds. Animals without the proper documentation will be denied access to the venue.
    1. CVIs must be completed by a licensed and accredited veterinarian who has personally inspected the swine.
    2. A CVI must be issued on or after July 27, 2020 and is valid for 30 days.
    3. CVIs must clearly include a description of each animal including the age, sex, and breed of the animal, and the official individual identification (see Section 4 below).
    4. CVIs must be accessible while on the exhibition premises.
  2. All swine and their respective original CVIs will be inspected by the show veterinarian and show staff prior to unloading. Multiple animals may be listed on one original CVI. Photocopies of CVIs can be made during show check-in for each animal after the show veterinarian has approved CVIs upon arrival.
  3. CVIs for this event MUST include the following:
    1. The consignee/destination address as: The Midwestern, Indiana State Fairgrounds, 1202 E 38th St, Indianapolis, IN 46205
    2. The federal premises identification number for the Indiana State Fairgrounds is: 00C6T69
    3. The pre-entry movement permit number: "MW2020". Individual permit numbers will not be issued by the Indiana State Board of Animal Health for this event.
    4. The date (month, day, year) of vaccination and/or testing when required
    5. The premises ID number for the consignor/origin
    6. The cell phone number of the veterinarian who issued the CVI
    7. The following statements for the farm or origin of swine:
      • Has not had pseudorabies or swine dysentery in the last 12 months
      • Has not had any clinical signs or diagnosis of TGE or PEDv in the last 60 days
      • Feeds no raw garbage and uses no PRV vaccine
      • Is not under quarantine for any disease condition
      • Has not had vesicular stomatitis diagnosed within 10 miles of farm or origin in the last 30 days
  4. Identification
    1. All swine being exhibited at The Midwestern MUST be officially identified with an official, federally approved ear tag. All official identification and any additional identification devices MUST be recorded on the CVI. RFID 840 ear tags are the standard for exhibition swine in Indiana.
    2. In addition to official identification, each animal shall be individually identified by ear notch, which MUST be listed on the CVI.
    3. Animals not bearing an official ID will not be granted access to The Midwestern.
    4. For more information on federally recognized ear tags, visit https://nationalswine.com/events/ear-tags.php
  5. Vaccinations
    1. All breeding swine MUST be vaccinated against erysipelas and leptospirosis (6-way), including L. bratislava.
    2. It is highly recommended that all animals, including market animals, are vaccinated against swine influenza.
    3. The date(s) of vaccination (month, day, year) MUST be listed on the CVI.

While the state of Indiana does not require swine to be individually tested for PRV and brucellosis, many states require testing for imports or reentry after a sale. All open show animals must meet the following additional requirements:

  1. Requirements for ALL Swine (noted above) MUST be met.
  2. Pseudorabies Testing: All animals must be individually tested for PRV on or after Monday, July 27, 2020, UNLESS animals originate from a PRV-qualified herd.
    1. Either the ELISA (gB ELISA), ALA or S/N tests are acceptable. Differentiable ELISA (g1 ELISA) tests will NOT be accepted.
    2. The official test chart must be provided and include:
      1. Sex
      2. All identification (ear tag and ear notch)
      3. Negative result
      4. Test date
    3. Individual testing is not required for animals that originate from a PRV-qualified herd. The PRV-qualification number or proof of status must appear on the CVI with the most recent quarterly herd test date (month, day and year).
  3. Brucellosis Testing: All animals must be individually tested for brucellosis on or after Monday July 27, 2020 UNLESS animals originate from a validated brucellosis-free herd.
    1. The RAP, Standard Plate, Standard Tube or BAPA brucellosis tests are all accepted.
    2. Animals must test brucellosis-negative with results and associated date(s) on the CVI.
    3. Individual testing is not required for animals that originate from brucellosis-validated herd. The brucellosis-validation number or proof of status must appear on the CVI with the most recent quarterly herd test date (month, day and year).
  • In some instances, these requirements are in addition to the state of Indiana regulations. However, they are necessary in meeting other state requirements for purchasers of open show animals through sales as animals are re-consigned to new destinations.
