Health Rules & Regulations

New Rule
Pennsylvania law now requires that a “Veterinary-Client-Patient Relationship” exists and that it be verified in writing for each exhibitor. This new requirement is in addition to all pre-existing health certificates (now called certificate of veterinary inspection) or herd-certification requirements. To meet this new requirement, a signed verification from the animal’s owner or caretaker, using the relationship form, must be completed by each exhibitor. Upon arrival at the Keystone International Livestock Exposition (KILE), a completed and signed relationship form must be presented to animal-health officials. Each animal to be exhibited must be listed on the form, or on an extra copy of the certificate of veterinary inspection attached to the relationship form. KILE show management will collecting the forms.

The Pennsylvania Bureau of Animal Health and Diagnostic Services will pass upon the health status of all entries upon arrival. Those not qualifying will not be admitted. To qualify, all animals must be free of any evidence of infectious, contagious or parasitic diseases, and be clearly identified on a health certificate of the state of origin, prepared by an accredited veterinarian within 30 days (Sept. 3 or after) of the opening date of the exposition. All breeding swine to be sold must have a health certificate within 30 days (on or after Sept. 3) of the sale. A copy of the health certificate must accompany all swine to the exposition and be available for inspection at all times, as additional inspections will be made. The following information is required on all certificates:

Identification
Pennsylvania swine:
Pennsylvania swine: Swine shall be identified by an official ear tag, official identification tattoo or combination of official herd identification tattoo and ear notch.
Out-of-state swine (new rule): Swine imported shall be permanently identified by an official ear tag of the state of origin or other identification approved by the Pennsylvania Department of Agriculture. Out-of-state swine not having an official ear tag will not be eligible for entry.
All swine: “Barn-tag” identification is not considered official identification. “Barn tags” can be listed on the health certificate in addition to permanent official identification.

Breeding Swine
Brucellosis
All breeding swine must have a negative brucellosis test within 30 days of the opening date of show (Sept. 3 or after) or originate from a validated brucellosis-free swine herd and have the herd number and last test date listed on the health certificate. All breeding swine sold at the KILE must be negative to a brucellosis test within 30 days of sale (Sept. 3 or after) or originate from a validated brucellosis-free swine herd.

Pseudorabies
All swine must be negative to a USDA-approved pseudorabies test conducted within 30 days of arrival at the show (Sept. 3 or after) or originate from a qualified pseudorabies-negative herd. The date of the qualified pseudorabies-negative herd number and the date of the last quarterly or monthly herd test must be on the health certificate. Any breeding swine to be sold at Keystone International Livestock Exposition must be negative to an official pseudorabies test within 30 days of sale (Sept. 3 or after), or be from a qualified pseudorabies-negative herd. The date of the qualified pseudorabies-negative herd number and the date of the last quarterly or monthly herd test must be on the health certificate.

A premises ID number is also required on your health papers. For more information, visit www.usda.gov/NAIS.
